Even if the baby's item was used for only some months, it could still be risky. Secondhand items are not required to be registered with the Consumer Product Safety Commission, unlike new items. As a result, it's impossible to tell whether a product is affected by recalls, which can occur for any reason, from design flaws to a manufacturer's failure to conform to federal standards. This rule implements a standard that is required for strollers and carriages as per Section 104 of the Danny Keysar Act on Child Product Safety Notifications as amended by Consumer Product Safety Improvement Act of 2008(CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also sets out requirements and Affordable Pushchairs testing methods to reduce the risks posed by these products. CPSC staff worked closely with ASTM stakeholders to create this standard.
